Pixel-width truncation
The title is measured in the same font and size Google renders it at (~20px Arial) and cut at roughly 600px on desktop, more on mobile. That is why two 60-character titles can truncate differently.

Desktop and mobile
Toggle between layouts. Mobile fits more title text but wraps the description to three lines; desktop shows two. The counters update for whichever you are viewing.

Google may rewrite it
Google rewrites titles and descriptions for around half of results, especially descriptions. Treat this as the strongest version of what you are suggesting, not a guarantee.
